This is getting way off the original topic, but to attempt to answer your brother's question:
I believe the difference between North America and Central/South America in this respect lay in the origin and nature of the colonialists. North America was colonized by the British puritans, who arrived with their families and everything they needed to establish a colony. In their eyes the Native North Americans were in the way and unwanted competition and could therefore be eradicated. There was probably little or no inter-ethnic mixing.
Latin America was colonized differently. The Spaniards and Portuguese arrived largely as a military (and later missionary) force. The invaders usually did not bring their own wives or families with them. The Native Latin America men were sent as slaves to the gold and silver mines and largely died. The women on the other hand were taken as wives by the Spanish and Portuguese men.
Today, the vast majority of Latin Americans have such mixed heritage. 'True' Native South Americans are indeed quite rare and Native Central Americans even rarer. I don't know if you have ever travelled in Latin America, but one does realize very quickly that there is much more to whole story than all the people there simply being 'brown'.
