Just do like the previous baboons did, dont put it in the budget. Make a discretionary budget for the Veep and voila', 50% reduction!
A better idea: spending freeze on Congressional pay, perks, insurance, and mistresses for the 'Pubs! Those rich guys can pay for their own haircuts, meals, and pitch in for utilities.
